River of sludge, bureaucracy

River of sludge in China is the top news in these two days.

Nov, 13. There was an explosion of a chemical factory in Jilin City, Jilin Province. No one think of the consequence.
Nov, 22. A lower reaches city, Harbin, capital of Heilongjiang Province, announced to stop water supply for 4 days for "water supply maintenance". 1 day later, another city announce was released, telling that the Songhua River is polluted by Nitrobenzene and Aniline because of the chemical factory explosion.

The truth is being discovered. A blog said in Songyuan City, a city between Jilin City and Harbin, water supply was cut from Nov,17 to Nov, 23. Also, in Jilin City, citizens are still advised not to use water from river, because the water is not clean yet, there's some harmful chemical in the river.

The Songhua River became a river of sludge after the explosion, and the bureocracy prevent people from knowing the truth. The river flows into Russia, what are the bureaucrats going to tell Russia?
